Ruelas was born in Zacatecas, Mexico, and then moved with his family to Mexico City in 1876. After schooling at Colegio Militar and the Escuela de Bellas Artes, he went to Europe to continue his studies. He returned to Mexico in 1895, spent eight years there, moved back to Europe and settled in city around 1903.
